Boating Safety Overview - Pleasure Craft Operator Card

The PCOC is proof of basic knowledge of boat handling and the rules and regulations covering recreational boating in Canada. By September 15, 2009 it must be carried by anyone operating a motorized recreational boat of any size. As of now, it must be carried by

1. All operators of powered watercraft under 4 metres (13 feet) in length
2. All operators of personal watercraft (PWC)
3. All operators of powered watercraft who were born after April 1, 1983

Non-residents of Canada whose pleasure craft is in Canada more than 45 consecutive days must have the Canadian Pleasure Craft Operator Card or equivalent issued by their state or country. The fine for non-compliance is approximately $300 and varies from province to province.

To get a card you must score at least 75% on a Canadian Coast Guard accredited safe boating exam. The Office of Boating Safety has a list of accredited courses and testers.

Operator Age Restrictions

Operators under 16 years of age are not allowed to operate personal watercraft, even when adults are directly supervising. Other age restrictions limit the size of the engine:
